If you are running the model with MCMC ( EstM=1 ) and do not specify starting values then it runs IGLS first and uses the result from this as starting values. Do you get any error messages when this happens, in particular anything in the command output window that runs in the background?

I suggest that you also double check the Installation instructions to check that you haven't accidently missed a step.

You can find an example of setting starting values for parameters in section 5.5 of the MCMC manual replication materials. To get the right answers the data will need to be sorted (or you could potentially turn on the xc option as you are using MCMC).
