Small area estimation in MLwiN

Hello,
I would like to inquire about the possibility of performing small area estimation(suppose district level health indicator) in MlwiN. I understand that small area
nested error random effect model with small area effects) Hierarchical Bayesian Modelling can also be used to introduce complex models using MCMC methods. However I
do not know if this has been tried in MLwiN.Any help on this matter will be greatly appreciated.

Professor Kelvyn Jones has asked me to pass on the following:
Multilevel models have been used in small area estimation. The person with the most experience is Dr Liz Twigg at University of Portsmouth

Her Google scholar site will give some references - I suggest you contact her directly
